Automatically publishes the server image on DockerHub on every Github release.
Fixes #373

@s-heppner I think you should be the one that creates the DockerHub account and password and adds them to Github since you have all the rights. When you've done that I can continue working on this.

This updates the `publish-dockerhub` configuration to be more in
line with the basyx-java-server.
